Vacancy Details & Reservation

All 436 posts are backlog vacancies reserved for SEBC, SC and ST categories of Odisha.

Horizontal Reservation

• Persons with Disabilities (PwD): 18 posts (6 for women) – for candidates with ≥ 40% permanent disability.
• Sports Persons: 4 posts (1 for women).

PWD and Sports Person selections are adjusted within their respective SEBC/SC/ST categories (no separate quota outside these categories).

Eligibility Criteria

Nationality & Language

• Must be a citizen of India.
• Must be able to read, write and speak Odia, and must fulfil at least one of the following:
  • Passed M.E. School or higher exam with Odia as a subject, OR
  • Passed Matriculation with Odia as medium of exam in non‑language subjects, OR
  • Passed Odia as a subject in Class VII final exam, OR
  • Passed Odia test of M.E. standard conducted by Govt./BSE Odisha.

Age Limit (as on 01.01.2026)

• Minimum age: 21 years.
• Maximum age: 47 years.
• Must have been born between 02.01.1979 and 01.01.2005 (both dates inclusive).

Special note: This recruitment is only for SEBC / SC / ST categories. General category candidates are not eligible.

Age Relaxation

• PwD candidates belonging to SEBC/SC/ST: additional 10 years over and above upper age limit of 47 years.
• If a candidate falls under multiple categories, only one most beneficial relaxation applies.

Educational Qualification

• Bachelor’s Degree in Veterinary Science & Animal Husbandry (B.V.Sc. & A.H.) or equivalent from a recognised University/College/Institution in India or abroad.
• Candidates with foreign veterinary degrees must possess conversion certificate recognised by Veterinary Council of India (VCI).
• Must possess a valid Registration Certificate under Odisha Veterinary Practitioners Act, 1970 (Section 21) on or before the last date of online application.

Other Conditions

• Must be of sound health and free from physical defect likely to interfere with duties. Final appointment is subject to medical fitness by a Government Medical Board.
• If married, must not have more than one living spouse, unless exempted under personal law by Government.
• Government servants (temporary/permanent) are eligible but must inform their Head of Office and produce No Objection Certificate (NOC) during document verification.
• Candidates previously debarred by OPSC/other PSC/UPSC for specified period/chances are not eligible during that period.
• Change of name (after HSC) must be supported by Gazette notification and newspaper publication.

Salary & Service Conditions

• Pay Scale: Rs. 56,100/- in Level 12, Cell‑1 of Odisha Revised Scale of Pay Rules, 2017.
• Allowances: Dearness and other allowances as sanctioned by Govt. of Odisha from time to time.
• Candidates appointed on or after 01.01.2005 will be covered under the Defined Contributory Pension Scheme (NPS), not old pension.
• Submission of NPS application is mandatory at the time of joining.

Examination Fee & Refund

• Fee Amount: Rs. 700/- (Seven Hundred Only).
• Who Pays: All candidates except SC, ST and PwD categories.
• Mode of Payment: Online while filling the application (Debit/Credit Card, Net Banking, UPI, Wallet, etc.).
• Applications without fee (where applicable) will be treated as incomplete and rejected.
• Fee amount will be refunded only to candidates who actually appear in the Written Examination, through original payment mode. Bank account details (A/c No., IFSC, name, bank/branch) must be filled in the application for backup refund in case of technical issues.

Selection Process

Selection is based solely on performance in the Written Examination.

Written Examination Pattern

• Total marks: 800.
• Merit list will be prepared based on marks of written exam only.
• Shortlisting for document verification:
  • If vacancies ≤ 2: 5 candidates will be called.
  • If vacancies > 2: candidates up to 2 times the number of vacancies will be called.
• Answer key:
  • Provisional answer key for each paper will be uploaded within 10 days of exam.
  • Candidates can raise objections within specified time; those who do not challenge cannot dispute later.
• Cut‑off marks, final answer keys and individual marks will be published on website only after final result.

Exam Centre

Written Examination will be conducted at centres located in Cuttack/Bhubaneswar.

Detailed Syllabus (Outline)

The full syllabus is provided in Annexure‑A of the advertisement. Broad topics are:

Paper‑I – Veterinary Science

• Veterinary Medicine – systemic diseases of ruminants, infectious, metabolic, nutritional and poultry diseases.
• Veterinary Gynaecology & Obstetrics – oestrus cycle, pregnancy, infertility, dystocia, obstetrical operations, AI and semen handling.
• Pharmacology & Toxicology – pharmacokinetics and dynamics, CNS drugs, antibiotics, anthelmintics, anaesthetics, toxicology of metals, plants, agrochemicals.
• Parasitology – important helminths, protozoa and arthropods of livestock, dogs and poultry; control and common anthelmintics/insecticides.
• Anatomy – gross & microscopic anatomy of visceral organs, bones, muscles, nerves, embryology and topographic anatomy.
• Veterinary Public Health – meat and milk hygiene, zoonoses, water and environmental sanitation, waste management.
• Surgery & Radiology – general surgery, anaesthesiology, diagnostic radiology and ultrasonography, regional & clinical surgery, lameness.
• Pathology – general pathology, organ system pathology, diseases due to bacteria, viruses, parasites, nutritional and metabolic causes; poultry pathology.
• Microbiology – bacteriology, virology, immunology and important bacterial/fungal diseases of animals and poultry.

Paper‑II – Animal Science

• Veterinary Physiology – blood, cardiovascular and respiratory system, renal physiology, nervous and endocrine regulation, reproduction, thermoregulation.
• Veterinary Biochemistry – biomolecules, enzymes, metabolism, ET chain, recombinant DNA and biotechnology, clinical biochemistry.
• Veterinary & A.H. Extension – extension methods, adoption of innovations, communication, AH programmes, livestock economics and marketing.
• Animal Nutrition – energy/protein requirements, minerals & vitamins, fodder conservation, anti‑nutritional factors, feeding of different species and in scarcity.
• Livestock Products Technology – milk and milk products, meat/egg composition and preservation, slaughter house management and by‑product utilisation.
• Livestock Production & Management – breeding, housing and management of cattle, buffalo, sheep, goat, pig, poultry, equines and lab animals.
• Animal Genetics & Breeding – Mendelian principles, quantitative genetics, heritability, selection methods, crossbreeding, ONBS, breeding programmes.

Documents Required (for Verification)

Candidates shortlisted after written exam must bring hard copy of online application and self‑attested photocopies (with “Submitted by me and certified as genuine” + full signature & date) of the following documents along with originals:

• HSC / equivalent certificate (proof of date of birth).
• B.V.Sc. & A.H. degree certificate.
• All mark sheets from HSC to B.V.Sc. & A.H. (including fail marks, if any).
• Conversion certificate (for grade system or foreign degree, if applicable).
• Permanent Registration Certificate under Odisha Veterinary Practitioners Act, 1970.
• Recent passport size photographs (as uploaded).
• Caste certificate (SEBC/SC/ST of Odisha, by birth, in prescribed format).
• Odia language test pass certificate, if applicable.
• Permanent Disability Certificate (≥ 40%) from Competent Medical Board, if PwD.
• Sports Identity Card/Certificate from Director of Sports, Odisha, if claiming sports quota.
• Release Certificate for Ex‑Servicemen, if applicable.
• No Objection Certificate from employer, for Govt. servants.
• Valid Photo ID (Aadhaar / EPIC / Driving Licence / Passport / PAN).
• Any rule/order supporting claim of equivalent qualification, if applicable.

All certificates related to qualification, registration, caste, Odia, disability, sports quota and ex‑servicemen status must be issued on or before the last date of online application.

Grounds for Rejection

Applications/candidature may be rejected at any stage for reasons such as:

• Incomplete online form or missing mandatory uploads.
• Non‑payment of examination fee where applicable.
• Not fulfilling age, qualification, category or Odia language requirements by cut‑off date.
• Not producing documents in Para‑11 during verification.
• Wrong/forged information or certificates; suppression of facts.
• Submission through any mode other than online form on OPSC website.

Candidates submitting forged/manipulated documents can be debarred from OPSC exams for 3 years.

3. Click on the “Apply Online” link for Veterinary Assistant Surgeon / Additional VAS.
4. Complete the one‑time registration and obtain Login ID and password.
5. Fill in the online application form carefully; verify all data before final submission. To correct any major error, cancel and re‑apply within last date.
6. Upload:
   • Recent passport size colour photograph.
   • Full signature (scanned image).
   • Left‑hand thumb impression (LTI).

   All images must be clear and identifiable.

7. Upload required documents as per instructions (in specified formats and sizes).
8. Pay exam fee of Rs. 700/- online (if applicable) and note transaction details.
9. Submit the form. On successful registration, you will get a Permanent Public Service Account Number (PPSAN).
10. Download and print:
    • Final Registration/Re‑registration slip.
    • Final submitted Online Application.

    Sign under the declaration – these will be required during document verification.
